Federal Board of Revenue (FBR), Government of Pakistan, invites sealed bids for procurement of certification-based upskilling programs for Grade-19 officers of FBR. Funds have been reserved for FY 2026-27 to cover eligible payments under the contract. The objective is to provide structured, modular, certification-based training in specialized subjects essential for modern tax administration. Services will be delivered over a three-year period to train approximately 500 officers. Each officer must complete one certification during the delivery period.
Scope and requirements:
- Provision of design, customization, scheduling and delivery of certification programs to meet FBR requirements, including management of delivery/logistics and award of certificates.
- Preference may be given to pre-approved courses based on an approved framework; final examinations will be conducted in-person with strict grading protocols.
- Eligible bidders: training and educational institutions with demonstrated domestic and international experience delivering technical and professional education/training. Bidders must show capacity in instructional design, delivery, learner methodology, faculty deployment and examination administration.
- Only firms/contractors registered on e-PAQS (or EPADS) with active Income Tax and Sales Tax registrations and valid NTN are eligible to participate.
- Bids must be supported by a Bid-Securing Declaration in the format provided in the bidding documents.
- Procurement method: Single Stage – Two Envelope (Open Competitive Bidding) using Cost and Quality Based Selection (QCBS) in accordance with the Public Procurement Rules, 2004.
