The Finance Department, Government of Balochistan invites sealed Proposals (RFP) from reputed and qualified HR / Professional Recruitment Firms for recruitment support services for C-Suite and key executive positions of the proposed Bank of Balochistan. The assignment includes candidate sourcing, screening, assessment, background verification, and written recommendations in accordance with applicable regulatory requirements.

| Eligibility / Minimum Experience | Reputed HR/executive search firms with relevant experience in banking/financial sector recruitment. Must have completed at least 3 assignments of similar nature and complexity each worth PKR 3 million (or above) in the last 5 years. Preferably experience with banks, financial institutions, public sector entities or regulators. |
| Financial / Turnover Requirement | Minimum aggregate turnover of at least PKR 10 million in the preceding three (3) years. |
| Compliance | Firm must be registered with relevant tax/registration authorities (NTN, sales tax registration where applicable) and must not be blacklisted by any procuring agency of Pakistan. |
| Procurement Method | Single Stage Two Envelope Bidding Procedure. Financial proposals will be opened only for firms whose technical proposals are declared technically compliant as per RFP document. |
| Submission Method | Proposals shall be submitted online only through the BPPRA e-Procurement System (ePPS). Manual/physical submissions will not be accepted. Incomplete proposals will be rejected. |
