HAZECO E-Bids: Remodeling & New Toilet Block at HAZECO Offices, Abbottabad (NCB No. 05/2026-27)

Hazara Electric Supply Company (HAZECO) invites e-bids (Single Stage One Envelope) for civil works under Tender No. DM (Civil) / HAZECO / NCB No. 05 / 2026-27 for remodeling and construction works at HAZECO Offices, Abbottabad.

Eligibility & Qualification: Bidders must be registered with PPRA and submit e-bids via the e-procurement system (E-PADS). Valid Pakistan Engineering Council (PEC) registration renewed for 2026-27 in the required category and codes is mandatory. The bidder must demonstrate at least five (5) years' experience in relevant construction work and shall have successfully completed at least two (2) civil contracts in the last five (5) years, each contract value not less than 50% of the estimated cost. Bidders must be active taxpayers with FBR and KPRA and provide audited financial records for the last three years certified by an ICAP-registered firm.

Financial Requirements: Average Annual Turnover (AATO) equivalent to 70% of the estimated cost and financial resources / cash flow equivalent to 30% of the estimated cost are required.

Bid Security: Prospective bidders shall submit 3% of the estimated project cost as bid security in the form of a CDR (original sealed) from a scheduled bank in Pakistan in favor of Hazara Electric Supply Company (HAZECO), Abbottabad, prior to bid closing. Bidders quoting a bid of -10% or below the engineer's estimate must also submit an additional 2% bid security.

Submission & Opening: Bids must be submitted online through the E-Pak Acquisition & Disposal System (E-PADS) / e-procure portal (http://www.eprocure.gov.pk) as per PPRA rules. Single Stage One Envelope e-bidding method will be used. Partial or incomplete bids and conditional bids will be rejected. Bidders must follow instructions and deadlines as published on the e-procurement portal and in the tender documents.

Important Notes: All required documents must be uploaded and valid. False statements, misrepresentation or submission of fake documents may lead to blacklisting and PPRA/PEC action. HAZECO reserves the right to accept or reject any or all e-bids as per PPRA rules.
