Tender — Road Construction Works, District Killa Abdullah (PSDP 2026)

Issuer: Executive Engineer (Roads), CWPP&H Department, District Killa Abdullah. Procurement under Balochistan Public Procurement Rules - 2014 for road construction works funded under PSDP for Year 2026. Single Stage Two Envelope bidding procedure; bids to be submitted electronically via the EPPS supplier dashboard.

Tender fee: PKR 2,000. Bid security: 3% of the estimated cost for each work, in the form of Bank Guarantee / Deposit at Call from a scheduled bank, payable in the name of the undersigned.

Key eligibility and requirements:

• Presence on Active Tax Payer List.
• Not blacklisted or debarred; no major litigation; no non-performance in last 5 years; no failure to sign contract with any procuring agency.
• Balochistan Revenue Authority registration required.
• Bidder must have completed at least 2 assignments of similar nature (within 2 years) and at least 2 similar projects in last 5 years. Each project must have completed at least 80% similar work and cost at least 50% of the estimated cost. Maintenance, patchwork, rehabilitation and subcontracted works are not accepted.
• Financial capacity (turnover) requirements by package listed in the table below.
• Registration with Pakistan Engineering Council (PEC): for S.No.1 & S.No.2 — C-4 and above; for S.No.3 — C-6 and above. Relevant specialization code CE01-(i) (Roads & Pavement, Drainage & retaining structure).

Submission and schedule: Last date for electronic bid submission is 2026-09-14 until 10:00 AM via the supplier dashboard. Tenders will be opened the same day at 11:00 AM on the EPPS system.
