M.E.S. Tender: Provision of Facilities at PAF Bases — DW&CE (PAF) Chaklala (Closing 2026-09-14)

Issuer: Office of Director Works & Chief Engineer (DW&CE) (PAF), Chaklala — Military Engineer Services. Sealed tenders are invited under PPRA Rule 13(1) of 2004 for construction/fit-out packages at PAF bases.

Eligibility & submission requirements:

• Firms must submit details of completed projects, work orders, locations and pictures, and satisfactory completion certificates from users.
• Registration with PEC in the relevant field is required. Firms must be enlisted with PEC in Category C-5 or above with validity at least up to June 2027.
• Enlistment with MES in Category A is preferable. Non-enlisted firms may participate subject to 2% bid security (refundable).
• Firms must provide a certificate confirming no ongoing litigation with any Government department and no outstanding Directorate of Inspection & Evaluation (DI&E) special reports or recoveries.
• Submit list of personnel, bank statements, NTN certificate and income tax returns for the last three years.
• No incomplete applications will be entertained.

Tender issuance & submission:

• Tenders will be issued to pre-qualified firms/contractors.
• Sealed tenders must be received at HQ DW & CE (PAF), Chaklala by 11:30 hours on 2026-09-14. Tenders will be opened the same day at 12:00 hours.
• Bidding documents will be made available immediately after publication and may be supplied on request subject to payment for printing if applicable.
