FGEHA invites sealed electronic Proposals (Single-Stage–Two Envelope Procedure) from qualified bidders for two public-private partnership concession projects in Islamabad on a gross revenue-sharing concession basis.

Submission method: Technical and Financial Proposals must be submitted electronically through the e-Pak Acquisition & Disposal System (EPADS) Version 1.0 at https://eprocure.gov.pk. A scanned copy of the prescribed Bid Security must be uploaded with the Technical Proposal. Bidders must register/sign up as suppliers on EPADS v1.0 prior to submission. Bidders already registered may use existing credentials.
Hard-copy requirements: In addition to electronic submission, the original Bid Security and any hard-copy documents specifically required by the RFP must be delivered to the R&I Section, FGEHA, 10-Mauve Area, Sector G-10/4, Islamabad before the closing time/date for verification.

- Pre-bid meeting: 2026-08-31 at 01:00 PM in the committee room of FGEHA, 10-Mauve Area, Sector G-10/4, Islamabad.
- Last date/time for electronic submission: 2026-09-16 by 12:00 PM (noon).
- Opening of Technical Proposals (electronic): 2026-09-16 at 12:30 PM via EPADS v1.0.
Qualification & conditions: Bidders will be evaluated on the basis of information provided in Technical Proposals. Only technically responsive proposals will have their Financial Proposals opened. Bidders must comply with the RFP and EPADS procedures. FGEHA reserves the right to accept or reject any or all proposals and will not entertain claims for costs incurred by bidders in preparation or submission of proposals.
