MES Tender: Pre-qualification for Civil and E&M Works at PAC Kamra (Submission by 2026-08-31)

Issuer: Military Engineer Services (HQ DW&CE (DP), near Gate No.7, GHQ Rawalpindi). Applications with credentials are invited for pre-qualification of firms/contractors and issuance of tender documents for works at PAC Kamra, per PPRA Rules 2004 (clauses 13, 15, 16).

Eligibility & documentation required:

• Firms must furnish details including work orders, locations and photographs of completed projects, with satisfactory completion certificates from users.
• Firms having experience in construction, electrical, mechanical and plumbing works/services registered with PEC in the relevant field are eligible to apply.
• Submit list of personnel, bank statement, NTN certificate, and income tax returns for the last three years.
• Enrollment criteria: enlisted with PEC in categories C-2, C-3, C-4, C-5 in the relevant field with validity up to Jun 2026.
• Preferably enlisted with MES in categories A, B, C. (In case of non-enlisted firms, 2% bid security will be provided — refundable.)
• Pre-qualification with Engineer-in-Chief's Branch, GHQ Rawalpindi; no special report of DI&E & no outstanding DI&E recoveries.

Application & submission:

• Tender documents will be issued to pre-qualified firms/contractors.
• Completed tenders must be received at HQ DW&CE (DP), GHQ Rawalpindi by 11:30 hours on 31 Aug 2026; tenders will be opened the same day at 12:00 hours.
• Incomplete applications will not be entertained. The accepting office reserves the right to reject any or all applications under para-33 of PPRA Rules-2004.
