Municipal Corporation Sialkot e-Procurement Tender Notice for 6th September 2026 Event Arrangements & Illumination

Issuer: Chief Officer / Administrator, Municipal Corporation Sialkot. Municipal Corporation Sialkot invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for works related to arrangements and illumination for events on 6th September 2026.

Eligibility: Contractors must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 and meet all eligibility requirements in the bidding documents. Bidding documents, instructions, eligibility criteria, BOQ and conditions are available free of cost on the Punjab e-Procurement System and PPRA Punjab website.

Submission and opening: Bids must be submitted electronically only via the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) on or before 2026-09-03 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of the Municipal Corporation Sialkot in the presence of bidders or their authorized representatives.

Bid security & performance guarantee: Bidders shall submit bid security equal to 5% of the estimated cost only as a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement Portal and arrange for its issuing bank to transmit the Digital Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, Municipal Corporation Sialkot. Physical securities (CDR, pay order, demand draft, etc.) will not be accepted. The successful bidder must furnish a Performance Security equal to 5% of the Contract Price through SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014.

Other terms: Manual, email, courier or hand-delivered bids will not be accepted. Bids shall remain valid for 60 days. If the submission date is a public holiday, the next working day will be treated as the closing date. The Procuring Agency reserves the right to accept or reject any or all bids as per the Punjab Procurement Rules, 2014.
