RFP: Detailed Design & Construction Supervision for Sui Town Master Plan (Dera Bugti)

Purpose: Selection of a consulting firm to provide Detailed Design and Construction Supervision for implementation of the Master Plan of Sui Town, District Dera Bugti.

Eligibility and mandatory requirements: Firms must be nationally/internationally reputed consulting firms registered with FBR for Income Tax and with BRA, listed on the Active Taxpayers List (ATL), registered with PEC as a Consulting Engineering Firm (PEC code 1201; service code 0546), and not blacklisted by any procuring agency. Bidders must meet the stated experience/turnover criteria (turnover shown as at least PKR 100,000,000) and relevant assignment experience of similar nature and complexity.

Procurement procedure: Procurement will follow the Balochistan Public Procurement Rules - 2014. Procedure stated as Single Stage, Two-Envelope bidding. Financial proposals will be opened only for consultants whose technical proposals are accepted. Selection will follow the evaluation criteria in the RFP document.

Bid security: Bids must be accompanied by a bid security equal to 2% (in the form specified) from a scheduled bank, in the name of the undersigned.

Submission and opening: Last date/time for bid submission: 2028-09-18 by 12:00 PM. Tender opening: same day at 01:00 PM at the office of the undersigned.
