E-Bids: Local Purchase of Medicines & Surgical Items for Ministry of Defence — Rawalpindi Cantonment Board (Est. Rs.60M)

Mandatory eligibility and requirements (summary):

• Valid Drug Sale Licence / Drug Distribution Licence (Category-A) issued by the competent authority.
• Registered with FBR and appears on the Active Taxpayers List (ATL) for Income Tax and Sales Tax.
• Minimum three (03) years’ experience in supply of medicines to Government, Semi-Government, Armed Forces, Autonomous Bodies, hospitals, or reputable organizations.
• Maintain adequate stock availability and supply of medicines as prescribed by authorized medical practitioners.
• Provide medicines with valid manufacturing and expiry dates; comply with DRAP regulations and quality standards.
• Operational pharmacy/medical store, distribution outlet or business premises with adequate refrigerated storage and location within one (01) kilometer from Cantt General Hospital, Rawalpindi Cantt is preferred for participation in the bidding process.

Earnest money / CDR:

- Bid security amount equal to 2% of the estimated cost to be submitted as a Call Deposit Receipt (CDR) in favor of Cantonment Executive Officer, Rawalpindi Cantonment Board. Original CDR must be submitted in the office of the Procuring Agency prior to bid opening.

Procurement method and award:

- Open Competitive Bidding under Single Stage – One Envelope Procedure in accordance with PPRA Rules, 2004. Award will be made to the lowest evaluated responsive bidder subject to verification and compliance.
