Rawalpindi Cantt Tender: Local Purchase of Medicines & Surgical Items for Ministry of Defence (e-Bids via e-PADS)

Rawalpindi Cantonment Board (Procuring Agency) invites electronic bids from reputed pharmaceutical firms, medical stores, distributors and suppliers for local purchase of medicines and surgical items for employees of the Ministry of Defence (MoD). Bidding is through PPRA and EPADS v2.0 portals only; no hard copies will be issued.

Key eligibility and requirements:

- Valid Drug Sale Licence / Drug Distribution Licence (Category-A) issued by competent authority.
- Registered with FBR and on Active Taxpayers List (ATL) for Income Tax and Sales Tax.
- Minimum three (03) years' experience in supplying medicines to Government, Semi-Government, Armed Forces, autonomous bodies, hospitals or similar organizations.
- Not blacklisted or debarred (affidavit on judicial stamp confirming status required).
- Operational pharmacy/medical store/distribution outlet with adequate refrigerated storage and located within approximately 1 km of Cantt General Hospital, Rawalpindi Cantt.
- Medicines supplied must have remaining shelf life of not less than nine (09) months from date of delivery and comply with DRAP regulations and quality standards.

Bid submission and evaluation notes:

- Bids must be submitted electronically via EPADS v2.0. A scanned copy of the CDR must be uploaded with the e-bid; the original CDR is to be submitted to the Procuring Agency prior to bid opening.
- Bidders should quote percentage discount on prevailing retail price; evaluation will follow lowest evaluated responsive bidder criteria under PPRA rules.
- Detailed terms, conditions and specifications are available on PPRA and EPADS portals or at the Rawalpindi Cantonment Board office during working hours.
- The Procuring Agency reserves the right to accept or reject any or all bids in accordance with PPRA rules.
