Tender Notice: Improvement Works — Filtration Plant & Sports Ground Walking Track at Kharian Cantt

Issuer: Military Lands & Cantonments Department, Kharian Cantt (Cantonment Board Kharian). Invitation to bid for two civil works packages at Kharian Cantonment.

Key conditions and submission instructions:

• Price of bidding documents: PKR 3,000 (non-refundable). Documents available from the Cantonment Board Kharian office on any working day and can also be downloaded from the CBK website.
• Earnest Money / Bid Security: 2% of the estimated cost must accompany the bid in the name of Cantonment Board Kharian and deposited in a Scheduled Bank in accordance with Rule 25 of the PPRA Rules (2004, as amended).
• Bid submission method: Single stage, two-envelope procedure. Envelope 1 — clearly marked "Technical Bid" containing the Technical Proposal and required documents. Envelope 2 — clearly marked "Financial Proposal" containing the financial proposal/bid price. Both envelopes to be placed inside a single sealed outer envelope, duly addressed and submitted to the Office of Cantonment Board Kharian before the closing time.
• Technical/Financial bid submission deadline: 2026-07-13 by 11:30 AM. Technical bids will be opened on the same date at 11:30 AM in the presence of bidders or their authorized representatives.
• Financial bid opening: Financial proposals of only technically responsive and qualified bidders will be opened on 2026-07-13 at 12:00 PM at the Cantonment Board Kharian office.
• Performance Guarantee and validity: Contractors must submit performance guarantees and comply with PPRA rules; specific provisions apply if quoted rates differ by 10% or more from MES Schedule of Rates (maximum performance guarantee capped at 10% of Engineer’s Estimated Cost in such cases).
• Blacklisting/disqualification, evaluation criteria, and other PPRA-related terms apply as per the tender document and PPRA Rules 2004 (as amended). Incomplete/conditional bids will be declared non-responsive.
