E-Tender: Installation of 19 Off-Grid Hybrid Solar Power Systems — District & Sessions Judge, Khushab

Issuer: District & Sessions Judge / Chairman, District Development Committee, Khushab. E-Tendering is invited from Pakistan Engineering Council (PEC) registered contractors in the relevant category or above under the Punjab E-Procurement System. Procurement will follow Punjab Procurement Rules, 2014 (with up-to-date amendments).

Key instructions: contractors must register on the Punjab e-procure portal and submit bids under the Single Stage Two Envelope procedure (separate Technical and Financial proposals). Scanned CDR equal to 5% of the estimated cost must be uploaded online, and the original CDR on the letterhead must be submitted to the Tender Opening Committee by 2026-07-04 not later than 12:30 PM. Technical and Financial bids must be uploaded via the e-procurement portal by 2026-07-04 before 12:30 PM. Technical proposals will be opened on the same date at 01:00 PM; financial proposals of only technically qualified bidders will be opened later and notified separately.

General conditions: bids valid for 90 days from financial opening; false information or fake CDRs will cause disqualification; if lowest bid is more than 5% below DNIT, additional Quality Assurance Security may be required; Performance Guarantee of 7% applies if work exceeds Rs. 50,000,000. Technical evaluation and other processes will follow bidding documents and PPRA rules.

How to apply/bid: Register and upload Technical and Financial bids on the Punjab e-procure portal (https://punjab.eprocure.gov.pk). Upload scanned CDR (5%) with the bid and deliver original CDR on official letterhead to the Tender Opening Committee by 2026-07-04, 12:30 PM. Technical proposals will be opened on 2026-07-04 at 01:00 PM in the presence of bidders and the Tender Opening Committee.
