CDA Invitation to E-Bid — Construction of Government Officers' Residences and G+5 GOR Building, Diplomatic Enclave, Islamabad

Issuer: Capital Development Authority (CDA), Procurement & Contract Agreement-I.

Type: Invitation to e-bid under Single Stage – Two Envelope procedure (PPRA Rule 36(b)). Registered firms with Pakistan Engineering Council (PEC) having valid registration in the relevant categories and project codes CE-01, CE-09, CE-10, EE-02, EE-04, EE-06 (as specified) are eligible to participate.

How to apply / submit bids: Electronic bidding documents, terms and conditions are available on the e-procurement portal at eprocure.gov.pk. Bidders must register on the e-portal and upload required documents. Bids must be accompanied by bid security in the form of Pay Order / CDR in favor of DDO (Procurement & Contract), CDA. A scanned copy of the bid security shall be uploaded on the e-procurement portal; the original Pay Order/CDR must be submitted to the office of the Director (P&C-A), CDA as per portal instructions.

Deadlines and opening: Online e-bids must be submitted on or before 2026-07-16 at 10:30 AM. Manual/physical bids will not be entertained. Financial bids will be opened on 2026-07-16 at 11:00 AM in the presence of the procurement committee and bidders' authorized representatives at the office of Directorate P&C-Agreement, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad.
