PPMC EOI: Consultant Pool for Power-Sector Experts (Islamabad)

Power Planning & Monitoring Company (PPMC), the technical and policy support arm of the Ministry of Energy (Power Division), invites Expressions of Interest (EOI) to form a Consultant Pool of experienced professionals for time-bound, milestone-based assignments in Islamabad. Consultants will be engaged on an as-needed basis to support studies, evaluations, policy and technical advisory work across multiple power-sector domains.

Priority expert domains include:

Design, Standards & Material Inspection; Renewable Integration & DSM (distributed energy resources, solar, storage, EVs) and digital infrastructure (AMI, SCADA, EMS, APMS); Policy, Regulatory Affairs & Market Reforms; Economics, Finance & Risk Management (PPP, green finance, tariff/funding strategies); Transmission & Distribution (T&D) planning, modelling and performance assessment (tools cited include PSS/E, DIgSILENT, ETAP).

Typical responsibilities: operationalization of design & standards functions; development of unified distribution network specifications; automation of material inspection processes; integration studies for DERs; cybersecurity and data governance for grid digitalization; regulatory and market reform support; financial modelling and investment instruments design; T&D expansion, load flow, stability and contingency analyses; preparation of technical reports, policy drafts, operational guidelines, and capacity-building programs.
