NTC Final Determination: Anti-Dumping Duties on Soda Ash (Disodium Carbonate) from Türkiye and Kenya

Issuer: National Tariff Commission (Government of Pakistan). Purpose: Final determination and imposition of definitive anti-dumping duties on dumped imports of disodium carbonate (Soda Ash) originating in and/or exported from the Republic of Türkiye and the Republic of Kenya.

Product under investigation: Disodium Carbonate (Soda Ash), classified under PCT/HS heading 2836.2000. Investigation initiated on 2025-07-18. Final determination published by the Commission on 2026-07-11. Definitive anti-dumping duties to be imposed on imports of the investigated product, effective from 2026-01-15.

Periods of Investigation (POI):

• For determination of dumping: 2024-04-01 to 2025-03-31.
• For determination of injury: 2022-04-01 to 2025-03-31.

Key findings and measures:

• The Commission made an affirmative final determination of dumping and material injury and has imposed definitive anti-dumping duties in accordance with the Anti-Dumping Duties Act, 2015 and the Anti-Dumping Duties Rules, 2022.
• Definitive anti-dumping duties will be collected in the same manner as customs duties and deposited in the Commission’s Non-Lapsable PLD account as prescribed under the Customs Act, 1969.
• A non-confidential version of the detailed report of final determination is available in accordance with the Rules and placed in the Public File at the Commission; the summary is posted on the Commission’s official website: www.ntc.gov.pk.
