Pakistan Railways / ADB: EOI for Project Management & Construction Supervision – ML-1 (Karachi–Rohri), Package PR/ML-1/CONS-1

Pakistan Railways (Project Implementing Agency), financed by the Asian Development Bank (ADB), invites Expressions of Interest (EOI) from qualified international consulting firms or joint ventures for Project Management and Construction Supervision services for the Upgradation of Pakistan Railways Main Line‑1 (Karachi–Rohri) — Project No. 60009‑001, Package PR/ML‑1/CONS‑1.

Scope: Project management and construction supervision for the ML‑1 Karachi–Rohri section (approximately 480 km), covering civil/track works, bridges and culverts, stations and yards, and signalling & telecommunications systems. The Project Implementation Unit (PIU), Ministry of Railways, will engage a Project Management and Construction Supervision Consultant (PMCSC) to support PIU in overall project implementation and provide centralized oversight across multiple civil/track works packages and signalling/telecom packages.

Selection & Contract: Consultants will be recruited using Full Technical Proposal (FTP) under Quality‑and‑Cost‑Based Selection (QCBS) with an 80:20 quality:cost ratio. Contracts will follow ADB procurement rules and FIDIC/ADB standard contract documents.

Minimum evaluation criteria highlights: Technical competence 60 marks, Management competence 20 marks, Geographical experience 20 marks. Firms should demonstrate relevant experience in live railway construction supervision, multi‑contract and civil/railway‑systems interface management, claims and dispute management, and environmental & social safeguards.
