National Electric Power Regulatory Authority (NEPRA) has published a notice that K-Electric Limited (KE) has submitted a Licence Proposed Modification (LPM) to its Generation Licence (No. GL/004/2002) under Regulation 10 of the NEPRA Licensing Procedure Regulations, 2021. Stakeholders, interested or affected persons and the general public are invited to review and comment.
| Issuer | NEPRA (Registrar: Wasim Anwar Bhinder) |
|---|---|
| License No. | GL/004/2002 |
| Generation Licensee / Plant | K-Electric Limited (KE) — BQPS‑III |
| Proposed Modification | Add Indigenous Gas as a primary fuel alongside RLNG; recognise SSGC (as gas supplier) for BQPS‑III in the Generation Licence for Indigenous Gas and RLNG. |
| Stated Reasons | KE states that BQPS‑III gas turbines are currently commissioned on RLNG (supplied by PLL) with HSD as alternate fuel. Based on discussions with SSGC and the Ministry of Energy (Petroleum Division) regarding availability of indigenous gas, KE has initiated work to enable operation on indigenous gas to lower fuel cost, reduce dependence on imported fuel, and improve operational flexibility (including when RLNG is unavailable under force majeure). |
| Impact on Tariff & Service | KE states addition of indigenous gas will significantly reduce fuel costs, benefit consumers, and KE will file any required tariff modifications. KE expects improved ability to meet licensed obligations more reliably. |
| How to Comment / Submit | Stakeholders may submit views with supporting documents to the Office of the Registrar, NEPRA, within fourteen (14) days from the date of publication of this notice. The LPM and submitted documents are available on the NEPRA website. |
| Contact / Address | NEPRA Tower, Ataturk Avenue (East) G‑5/1, Islamabad. Tel: 9200500; Fax: 9200602; Email: [email protected] |
| Note | Submission/communication of the LPM and its acceptance for consideration by NEPRA shall not be construed as approval by NEPRA. |
Interested parties should act promptly to submit comments within the 14‑day period specified in the notice.
