RFP: Design Review & Construction Supervision for District Headquarters Hospital, Ghaziabad (Kolai Palas)

Office of the Executive Engineer, Communication & Works Department, Mega Projects III, Hazara Division Abbottabad invites electronic proposals (RFP) from shortlisted consultants of C&W Department for design review and construction supervision of the Establishment of District Headquarter Hospital at Ghaziabad, District Kolai Palas (ADP No. 507/151063 for 2025-26).

Eligibility & Selection: Bidders must be registered with Pakistan Engineering Council (PEC), Federal Board of Revenue (FBR), Khyber Pakhtunkhwa Revenue Authority (KPRA) and the C&W Department (Building Sector). Selection will follow Quality & Cost Based Selection (QCBS) as per the RFP/QCBS procedures.

How to Obtain RFP: RFP documents are available electronically via E-Pak Acquisition & Disposal System (EPADS) and the Khyber Pakhtunkhwa Public Procurement Regulatory Authority portals. A hard copy can be obtained from the Executive Engineer's office on payment of a non-refundable fee of PKR 10,000.

Submission Instructions: Technical and financial proposals must be submitted through EPADS. The original hard copy of proposals must also be submitted in separate sealed envelopes to the Office of the Executive Engineer, C&W Department, Mega Projects III, Hazara Division, Abbottabad at House No. 787, Street No. 05, Iqbal Road, Abbottabad. Financial proposals must include bid security (CDR) issued by a scheduled bank and the CDR must also be kept sealed inside the financial proposal envelope as well as a copy submitted as instructed.

Bid Security & Affidavit: Bid security of PKR 0.200 million in form of CDR is required. Bidders must place an affidavit in the technical proposal declaring that the bid security has been placed in the financial envelope; omission may render the technical proposal non-responsive.

Pre-bid Meeting: A pre-bid meeting will be held on Monday, 2026-10-05 at the office of the undersigned.

Taxes & Conditions: The successful bidder will be liable to all applicable taxes, duties, service charges, sales tax and any other taxes as per prevailing rates. The department reserves the right to accept or reject proposals as per procurement rules.
