Punjab Ring Road Authority EOI: Lease of Service Areas on Lahore Ring Road

Issuer: Punjab Ring Road Authority (PRRA). PRRA invites Expressions of Interest/competitive bids from well reputed and experienced firms/companies/lessors/proprietors for lease/rent of specified service areas/locations along the Right of Way (ROW) of Lahore Ring Road for a period of twenty (20) years. Bidding will follow Single-Stage Two-Envelope procedure in accordance with Punjab Procurement Rules-2014 (amended).

Key application details:

- Eligibility: Firms, Companies or Sole Proprietors registered with Securities & Exchange Commission of Pakistan (SECP) or Registrar of Firms; valid tax registration and other statutory requirements. Applicants must not be blacklisted by PRRA/PPRA and must provide an undertaking and valid tax certificates.

- Bid documents & purchase: Tender documents may be downloaded from the PPRA/PRRA website and can be obtained from the office of Director Contracts, PRDA/PRRA on submission of a non-refundable fee of Rs. 10,000 (payable by pay order/bank draft in favour of Punjab Ring Road Authority).

- Earnest money / Bid security: Bidders must submit earnest money in the form of CDR in favour of Punjab Ring Road Authority equal to 6% of the Estimated Revenue (in original) to the office of Director Contracts, PRDA/PRRA before the bid closing time.

- Submission & procedure: Bidders must follow Single-Stage Two-Envelope bidding (Technical & Financial). Technical bids must be submitted by the specified date/time. Financial bids of technically qualified bidders will be opened in presence of bidders or their representatives. Incomplete/conditional bids or those submitted after the deadline will be rejected.
