SIMS & RC invites sealed technical and financial proposals from reputed, experienced and financially sound healthcare vendors, medical equipment manufacturers, or consortiums for the outsourcing, installation and operationalization of a state-of-the-art Cardiac Catheterization Laboratory (Cath Lab) and Cardiac Operating Theatre (Cardiac OT) on a public–private partnership / revenue-share / fixed-rent / fixed-fee model.

| Proposal requirements | Two separate sealed envelopes — Technical proposal and Financial proposal. Technical submissions to include company profile, track record and relevant experience, equipment specifications, proposed staffing and operational plan, quality assurance and training plans, and documentary evidence of registration/credentials and financial capability. Financial proposal to contain the commercial offer and proposed modality (revenue share / fixed rent / fixed fee). |
| Evaluation | Technical proposals will be evaluated by an appointed evaluation committee; financially responsive proposals will be considered following technical qualification. Further discussion/negotiation may be undertaken with shortlisted bidders. |
