Pakistan Railways EOI: Project Management & Construction Supervision for ML-1 (Karachi–Rohri)

Issuer: Pakistan Railways (Project Implementation Unit, ML-1 Project). Invitation for Expressions of Interest (EOI) to provide Project Management and Construction Supervision Consultancy Services for the Upgradation of Pakistan Railways Main Line-1 (Karachi–Rohri Section). The project is financed by the Asian Development Bank (ADB) and implemented by Pakistan Railways through the established Project Implementation Unit (PIU).

Scope: Consultancy services for overall project management and construction supervision for the ML-1 Karachi–Rohri (approx. 480 km) Upgradation Project, covering civil works, bridges and culverts, stations and yards, signaling and telecommunications systems, and related works. Civil works will be executed under the FIDIC Red Book (2017), with Signaling & Telecommunications (S&T) works under the FIDIC Yellow Book.

The PIU invites international consulting firms and/or international consulting firms in association with national firms to submit EOIs. Particular emphasis will be placed on firms’ demonstrated experience in ADB-financed projects, FIDIC contract administration, and complex railway infrastructure and signaling/telecom works. The PMCSC’s principal responsibilities will include project management, planning, monitoring and reporting; construction supervision and quality assurance; contract administration; review of designs and contractor submissions; claims and dispute management; environmental and social safeguards; and institutional capacity building for Pakistan Railways.

EOI Submission: EOIs must be submitted online via ADB’s Consultant Management System (CMS) using the online template. Deadline for receipt of EOIs: 2026-10-21 (Manila, Philippines time).
