Pakistan Railways EOI: Project Management & Construction Supervision for ML‑1 (Karachi–Rohri) — Package PR/ML-1/CONS-1

Issuer: Pakistan Railways (Project Implementation Unit, ML‑1 Project). ADB‑financed Project No. 60009‑001 seeking Expressions of Interest (EOI) from international and national consulting firms or consortiums to provide Project Management and Construction Supervision Consultant (PMCSC) services for the Upgradation of Pakistan Railways Main Line‑1 (Karachi–Rohri Section) — Package PR/ML‑1/CONS‑1.

Scope: Provide unified project management and construction supervision across the multi‑civil/track works and signaling & telecommunications works for the ~480 km ML‑1 upgradation, including planning, scheduling, monitoring, quality assurance, contract administration, claims & dispute management, environmental & social safeguards, institutional capacity building and related services for implementation, defect liability and maintenance phases.

Key staffing (expert input person‑months):

Eligibility & Evaluation Highlights: Firms must demonstrate relevant experience in railway construction supervision, multi‑contract and civil/railway‑systems interface management, claims and dispute management, environmental and social safeguards, and prior experience on ADB‑financed projects and FIDIC contracts. Technical competence (60 marks), management competence (20 marks), and geographical experience (20 marks) are specified evaluation criteria.

Submission & Deadline: EOIs must be submitted online via the Asian Development Bank (ADB) Consultant Management System (CMS). The EOI must be submitted through ADB CMS no later than 2026‑10‑21 (Manila, Philippines time).
