E-Tender Notice — LG&CD Civil Division Faisalabad (Chief Minister’s Minority Development Programme, ADP 2026-27)

Executive Engineer, LG&CD Civil Division Works, Faisalabad invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System (https://e.punjab.gov.pk/eproc) for works under the Chief Minister’s Minority Development Programme (Phase-II), ADP 2026-27. Contractors must be enlisted/renewed with Pakistan Engineering Council (PEC) for Financial Year 2026-27 where applicable and meet all eligibility requirements as per Punjab Procurement Rules, 2014 and PPRA procedures.

Key submission instructions and conditions:

• Bids must be submitted electronically via the Punjab e-Procurement System on or before 2026-10-13 at 12:00 PM. Electronic opening of bids will take place on the same day at 12:30 PM in the office of the Assistant Engineer, LG&CD Department, Civil Sub Division, Faisalabad (or their authorized representatives).
• Bid Security: Bidders shall submit bid security equal to 3% of the estimated cost only through a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement portal and arrange for the issuing bank to transmit the Digital Bank Guarantee through SWIFT MT760 in favour of the Executive Engineer, LG&CD Civil Division Faisalabad.
• Successful bidder will furnish a Performance Security equal to 5% of the Contract Price through SWIFT MT760 in accordance with Punjab Procurement Rules, 2014. Manual bids or bids not submitted through the Punjab e-Procurement System will not be accepted.
• Bid validity: 90 days from the date of opening unless otherwise specified in the bidding documents. Bids shall remain valid for 60 days from date of opening for any other clauses where specified.
• Complete bidding documents, terms & conditions, specifications, eligibility criteria, BOQ and conditions of contract are available for free download from the Punjab e-Procurement System and the PPRA Punjab website.
