Pakistan Railways EoI: Project Management & Construction Supervision for ML‑1 Karachi–Rohri Upgradation

Issuer: Pakistan Railways (Project Implementation Unit, ML‑1 Project) on behalf of the Government of Pakistan and the Asian Development Bank (ADB). Purpose: Invitation for Expressions of Interest (EOI) from international consulting firms or joint ventures to provide Project Management and Construction Supervision Consultancy Services (PMC/CSC) for the Upgradation of Pakistan Railways Main Line‑1 (Karachi–Rohri Section), Package No. PR/ML‑1/CONS‑1, Project No. 60009‑001.

Scope & key requirements: consultancy for overall project implementation support including project management, construction supervision, contractual claims and dispute management, quality assurance, environmental and social safeguards, signalling & telecommunications and interface management for the approximately 480 km Karachi–Rohri section. Firms should demonstrate experience in large rail/road infrastructure and ADB‑financed projects, FIDIC contracting and relevant technical disciplines.

Selection & engagement: Shortlisting and selection will follow ADB procedures. The consultant will be recruited using Full Technical Proposal (FTP) under Quality‑Cost Based Selection (QCBS) with an 80:20 quality:cost ratio in accordance with ADB procurement policy and guidelines.

How to apply: Submit EOI online through the Asian Development Bank's Consultant Management System (CMS). Interested firms must register and submit EOIs via ADB CMS (http://cms.adb.org). EOIs must be submitted online; shortlisted firms will be invited to submit Full Technical Proposals.

Deadline: EOIs must be submitted no later than 2026‑10‑21 (Manila, Philippines time).
