M.E.S. Engineer‑in‑Chief GHQ – Pre‑Qualification Notice for Construction & Consultancy Works (Closing 2026-09-07)

Engineer‑in‑Chief Branch, GHQ (Military Engineer Services) invites applications with credentials for pre‑qualification of firms/contractors/consultants for specified construction and consultancy works for E‑in‑C Branch, GHQ Rawalpindi. Pre‑qualified firms will be issued tender documents. Applications must be submitted to E‑in‑C's Branch GHQ Rawalpindi.

Eligibility and submission requirements:

• Firms must submit details of work orders, locations, and photos of completed projects with satisfactory completion certificates from the user.
• Experience in construction, electrical, mechanical, plumbing works/services registered with Pakistan Engineering Council (PEC) in the relevant field is required.
• Firms must submit personnel list, bank statement, NTN certificate, and income tax returns for the last three years.
• Only firms/contractors/consultants meeting the stated criteria may apply.
• Enlisted with PEC in Category C‑2 or above in the relevant field with validity up to June 2027.
• Preferably enlisted with MES in Category A. In case of non‑enlisted firms, 2% bid security will be provided.
• Pre‑qualification with Engineer‑in‑Chief's Branch GHQ Rawalpindi is required; no adverse/special DII&E reports or outstanding DII&E recoveries.
• Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications as per Para 33 of PPRA Rules 2004.

Submission and opening:

• Applications must be received at E‑in‑C's Branch, GHQ Rawalpindi by 11:30 hours on 2026-09-07.
• Applications will be opened on the same date at 12:00 hours.
