FGEHA Invitation for Proposals — Establish English‑Medium College & Community Center in Islamabad (Revenue‑Sharing)

Issuer: Federal Government Employees Housing Authority (FGEHA), Ministry of Housing & Works.

FGEHA invites proposals for the design, finance, construction, operation, maintenance and transfer of two projects on a gross revenue‑sharing basis in Islamabad. Procurement will be conducted under the Single Stage–Two Envelope procedure via the Electronic Procurement & Disposal System (EPADS) Version 1.0 (https://procure.gov.pk).

Key details and requirements:

• Procurement method: Single Stage–Two Envelope via EPADS v1.0.
• Bid security is required. A scanned copy of the prescribed bid security must be uploaded on EPADS; the original bid security and the hard copy must be submitted to the FGEHA Head Office before the bid deadline (notice specifies September 2026 at 12:30 PM).
• Only financial proposals of technically responsive bidders will be opened. Failure to upload the scanned bid security with the technical proposal or to submit the original bid security as required will result in disqualification.
• Bidders must be registered on EPADS and resolve any registration/login/submission issues via the EPADS support channels.
• Bidders providing false, forged or unsubstantiated information may be rejected. The offered gross revenue share shall be exclusive of taxes payable by the bidder.
• FGEHA reserves the right to reject all bids in accordance with the Public Procurement Rules, 2004. FGEHA will not entertain any claims for costs incurred by bidders.
