FIA Faisalabad Tender No.01/2026-27 — Outsourcing Class-IV Staff (Dispatch Rider, Frash, Sweeper)

Issuer: Federal Investigation Agency (FIA), Zonal Office Faisalabad. Purpose: Outsourcing of Class-IV staff (non-consultancy services) on a least-cost single stage–one envelope basis under Rule 36(a) of PPRA Rules, 2004.

Eligible bidders: Experienced and reputable firms with valid registration with Provincial/Federal Government department and registration with relevant tax authorities (FBR & PRA) as active taxpayers. Applications must be submitted electronically only via EPADS v2.0 at www.eprocure.gov.pk. Bidders must register themselves on https://vendors.epads.gov.pld.

Key conditions:

• Electronic bids must be submitted via EPADS v2.0 on or before 2026-09-28 at 11:00 AM. Bids will be opened the same day at 11:30 AM in FIA Zonal Office Faisalabad through EPADS.
• Manual submissions are not allowed. Incomplete, unsigned, unstamped, late, or otherwise non-compliant bids will be rejected.
• Bid security: 2% of the quoted price as CDR/Pay Order in favor of FIA Faisalabad Zone (refund able). The CDR/Pay Order must be submitted in hard copy to the office in a sealed envelope before bid opening.
• Bidders may quote rates for the whole tender; rate for each staff cadre should be quoted separately.
• Quoted rates must adhere to the minimum wage rate notified by the Labour & Human Resource Department and include all applicable duties, taxes and charges in Pakistani Rupees.
• Payments will be made as per available/released budget through AGPR, Sub Office, Lahore. Income tax/withholding tax, PRA & sales tax (if applicable) will be deducted as per law.
• The procuring agency reserves the right to accept or reject any or all bids in accordance with Rule 33 of PPRA Rules, 2004. Grievance Redressal Committee notification is available on EPADS.
