DHA Peshawar Invitation for Bids — Infrastructure Development of Residential Sector

Defence Housing Authority (DHA) Peshawar invites sealed bids from reputed contractors/firms registered with Pakistan Engineering Council (PEC) in category C-B or above for the Infrastructure Development of a Residential Sector. Bidding will follow the Single Stage Two Envelope (SSTE) procedure (technical and financial envelopes submitted separately).

Pre-bid meeting: 2026-09-15 at 11:30 hrs.
Last date to obtain bidding documents: 2026-09-22 (office hours).
Submission deadline: 2026-09-23 by 12:00 hrs. Technical proposals will be opened on 2026-09-23 at 12:30 hrs.

How to obtain and submit documents

Bidding documents are available from the office of the Assistant Director (Contracts) on payment of Rs. 5,000/- (non-refundable) by Demand Draft or Pay Order from a scheduled bank. Submit sealed technical and financial proposals marked accordingly; only technically responsive bids will have financial bids opened.

Mandatory eligibility & submission requirements

Applicants must provide:

• Name, full address, telephone/fax of head office and branch offices.
• Copy of Articles / Memorandum of Association or partnership deed.
• PEC registration renewed in category C-B or above.
• Enlistment with DHA Peshawar as Contractor in category C-B or above (non-enlisted firms may collect enlistment forms).
• Details of similar projects (magnitude/complexity), ongoing/completed and any arbitration cases.
• Valid active FBR registration.
• Affidavit confirming the firm is not blacklisted or disqualified by any government or autonomous body.
• Bid security in the shape of an irrevocable bank guarantee or CDR titled to DHA Peshawar for the amount specified above.

Procurement rules

Acceptance or rejection of bids will be governed by the DHA Peshawar Procurement Manual.
