Pakistan Railways Invitation for Sealed Bids — Lease of 17 Commercial Railway Sites (Closing 2026-09-22)

Directorate of Property & Land, Pakistan Railways Headquarters Office Lahore invites sealed bids (single stage, two-envelope) for leasing 17 Pakistan Railways sites for commercial development (commercial plaza/markets, mixed-use commercial, IT park, hospital/healthcare unit, showrooms, food and retail outlets, etc.). Eligible applicants include commercial property developers, real estate companies/developers, construction companies/JVs/firms, consultants/architects and allied firms.

Key commercial terms:

• Lease period: 21 years (extendable for a further 21 years).
• Annual rent increase: 8% compound.
• Mobilization period: 02 years from date of possession.
• Bidders must quote against benchmark on annual rent and a one-time non-refundable premium/commitment fee.
• The one-time commitment fee (non-refundable) and the advance first-year annual rent by the successful bidder shall be payable within thirty (30) days of issuance of Letter of Intent (LOI).

• Submission deadline: on or before 14:00 hours, 2026-09-22.
• Bid opening: 14:30 hours, 2026-09-22.
