Military Engineer Services Tender — Pre-qualification & Tender Issuance for Works at H&T Taxila and PAF Kamra

HQ DW&CE (DP), GHQ Rawalpindi invites applications with credentials for pre-qualification of firms/contractors and issuance of tender documents for a number of construction and repair works. Tenders will be issued and received in accordance with clauses 13, 15 and 16 of PPRA Rules 2004.

Issuing office: HQ DW&CE (DP), near Gate No.7, GHQ Rawalpindi. Purpose: Pre-qualification of firms and issuance/receipt of tender documents for the listed works.

Eligibility & submission requirements:

- Firms experienced in construction, electrical, mechanical and plumbing works and registered with PEC in the relevant field are eligible to apply.

- Mandatory documents: work order details, locations and photographs of completed projects, satisfactory completion certificates from users, list of personnel, bank statement, valid NTN certificate, and income tax returns for the last three years.

- Specific enlistment/qualification conditions: Enlisted with PEC in Cat C-2, C-3, C-4, or C-5 in the relevant field with validity up to Jun 2026. Preferably enlisted with MES in Cat A, B, C. In case of non-enlisted firms, 2% bid security (refundable) will be provided. Pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi. No adverse report of D&AE and no outstanding D&AE recoveries.

Application, issuance and opening:

- Tender documents will be issued to pre-qualified firms/contractors.

- Completed applications/tender bids must be received at HQ DW&CE (OP), GHQ Rawalpindi by 11:30 hrs on 2026-10-05. Bids will be opened on the same day at 12:00 hrs.

Other important notes:

- Incomplete applications will not be entertained.

- Accepting office reserves the right to reject any or all applications in accordance with relevant PPRA provisions.
