Military Engineer Services Tender — Provision of Facilities at PAF Base (Multiple Works)

Issuer: Office of DW&CE (PAF) Chaklala / Military Engineer Services. Invitation for sealed tenders for multiple construction works for provision of certain facilities at a PAF Base under PPRA Rule 13(1) of 2004.

Eligibility and pre-qualification requirements:

• Firms with experience in construction, electrical, mechanical and plumbing works/services registered with PEC in the relevant field.
• Enlisted with PEC in Category C-2 & above in relevant field with validity at least up to June 2027.
• Preferably enlisted with MES in Category A. In case of non-enlisted firms, 2% bid security will be provided (refundable).
• No outstanding special report of Directorate of Inspection and Evaluation (E-in-C's Branch GHQ) and no litigation pending in Government Department in Court of Law.
• Firms must furnish details of work orders, locations, pictures of completed projects, satisfactory completion certificates from users, list of personnel, bank statement, NTN certificate, and income tax returns for the last three years.

Procedure and other conditions:

• Tenders will be issued to pre-qualified firms/contractors only.
• Tenders to be received at HO DW & CE (PAF) Chaklala by 1130 hours on 15 Sep 2026; tenders will be opened the same day at 1200 hours.
• Incomplete applications will not be entertained. Accepting Officer reserves the right to accept or reject any tender as per PPRA rules.
• Contractors shall provide certificate that they are not involved in any litigation with Government Departments and that no DISE special report is outstanding against them.
