Rawalpindi Cantonment Board E‑Auction — Parking Fee Collection Rights 2026-27 (Bids due 2026-09-15)

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonments Deptt.). Purpose: Electronic auction (EPADS v2.0) for disposal of parking fee collection rights in Rawalpindi Cantt for the year 2026-2027.

Key actions & eligibility:

- Registration: All interested bidders must be registered with EPADS Version 2.0 before participation. Register at the EPADS portal (EPADS/e-procurement).

- Tax & Registration: Bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL).

- Submission: Bids shall be submitted electronically through EPADS only. Manual, physical or hardcopy bids will not be accepted.

- Bid opening: The e-auction shall remain open until 2026-09-15 at 14:00 (2:00 PM) and bids will be opened/evaluated online the same day at 15:30 (3:30 PM).

- Bid security: Each bidder shall submit a bid security in the amount stated in the notice (published figure: Rs. 1400,000/-) in the form of Pay Order / Bank Draft / Call Deposit Receipt (CDR) in favor of Cantonment Executive Officer, Rawalpindi Cantt. Original bid security instrument must reach the office of RCB before the bid closing date/time.

- Successful bidder: Shall deposit 25% (one-fourth) of the annual auction amount immediately after approval of the bid. Remaining amount to be paid as per the contract; the bidder will also provide post-dated cheques for the remaining eleven (11) monthly installments before execution of the contract agreement.

- Refunds & defaults: Security deposit of unsuccessful bidders will be returned without interest after completion of the auction process. In case of default or non-compliance, security may be forfeited and contract re-auctioned.
