FGEHA Invitation for Proposals – Multipurpose Sports Complexes, Flora Market & Sunday Bazar (Islamabad)

Federal Government Employees Housing Authority (FGEHA) invites electronic proposals from reputable firms/companies for development, operation and related services for multiple facilities in Sector G‑13 and G‑14, Islamabad. Submission and opening will be managed through the e‑procurement system (EPADS/eprocure.gov.pk).

Key details:

- Method: Single Stage–Two Envelope (SSTE) procedure under Public Procurement Rules. Proposals submitted electronically via EPADS (https://eprocure.gov.pk). Bidders must register on EPADS before submission.

- Bid Security: Specified amounts (see table). A scanned copy of the prescribed bid security must be uploaded with the Technical Proposal. Originals and other required documents must be provided as per tender instructions.

- Submission deadline: 2026-10-15 by 12:00 PM. Technical proposals will be opened electronically on 2026-10-15 at 12:30 PM via EPADS v1.0.

- Eligibility & evaluation: Bidders will be "post‑qualified" based on information provided in technical proposals. Technical and Financial proposals shall be submitted electronically. Financial proposals of only technically responsive and qualified bidders will be opened later.
