Balochistan Energy Dept Tender: Establishment of Technical Laboratory (PSDP No.1789) — Electronic Bids Close 2026-10-02

Director General (South), Energy Department (Balochistan) invites electronic bids for the establishment of a Technical Laboratory in Balochistan under PSDP No. 1789. Procurement will follow Balochistan Public Procurement Rules - 2014; only electronic bids via the Electronic Public Procurement System (EPPS) will be accepted.

Key eligibility and requirements (as stated):

• Presence on Active Taxpayer List; bidder must not be blacklisted by any Pakistani procuring agency.
• Balochistan Revenue Authority (BRA) registration required and must be active.
• Registration with Pakistan Engineering Council (PEC) C-3 and above (up to 500 million) with relevant specialized codes.
• Minimum turnover requirement: PKR 338,660,000 in three consecutive previous years.
• The bidder must have completed one assignment of similar nature; additionally document cites successful completion of at least three government-sector projects in the last five years involving Solar PV/DC/Hybrid/Off-Grid/On-Grid systems or Solar Street Lights.
• Valid ISO 9001:2015 and ISO 45001:2018 certifications required.
• Joint ventures must provide JV Agreement on stamp paper (duly attested), joint bank account, JV NTN, STRN/GST, and BRA documents.
• Bidder must submit a Service Level Agreement guaranteeing laboratory service for 24 months from date of completion; all service costs to be included in contract price.
• Bid security must be submitted as specified in the name of the undersigned from a scheduled bank.
