Tender: Establishment of Technical Laboratory in Balochistan (PSDP No. 1789)

Issuer: Director General (South), Energy Department, Balochistan.

Scope: Electronic bids are invited for execution of the following work for Year 2026 on composite schedule rates 2028 on percentage rates. Only electronic bid submissions via the Electronic Public Procurement System (EPPS) are accepted.

Eligibility & minimum requirements:

- Registration on the Electronic Public Procurement System of BPPRA is mandatory. Presence in Active Taxpayer List required.

- Bidder must not be blacklisted by any procuring agency of Pakistan. Balochistan Revenue Authority (BRA) registration must be active.

- The bidding firm must have completed at least one assignment of similar nature. Turnover of at least 338,650,000 PKR in three preceding years required to demonstrate financial capacity.

- Registration with Pakistan Engineering Council (PEC) C-3 and above (up to 500 million) with relevant specialized codes.

- Successful completion of at least three projects during the last five years in the government sector involving Solar PV systems, Solar DC systems, Hybrid/On-Grid Solar systems or Solar Street Lights.

- Valid ISO 9001:2015 and ISO 45001:2018 certifications required.

- Joint-venture (JV) firms must provide a JV agreement on stamp paper duly attested, a joint bank account, JV NIN, STRNGST, and BRA registration.

Contract & service requirements:

- The firm must submit a Service Level Agreement to provide laboratory service for 24 months from date of completion; all service costs shall be included in the contract price.

Procurement procedure & bid security:

- Procedure: Single Stage Two Envelope bidding.

- Bid Security: 2% of the bid amount in the form of a bank guarantee (deposit at call) from a scheduled bank in favour of the undersigned.

- Tender documents can be obtained electronically from www.beora.pob.pk. Complete bidding documents can be viewed at www.bppra.gob.pk.

- Bids must be submitted electronically only via the EPPS system.

Deadlines & opening:

- Last date and time for electronic bid submission: 2026-10-02 up to 12:00 PM.

- Tender opening: 2026-10-02 at 12:30 PM in the office of the undersigned and on EPPS.
