PESCO Invitation to e-Bid for Disposal of Public Assets (Lots: 66 kV Redundant Units)

Issuer: Peshawar Electric Supply Company (PESCO) — Disposal Directorate (Peshawar). PESCO invites electronic bids (e-bids) through EPADS v2.0 under single-stage one-envelope procedure for disposal of public assets. Bidding will be conducted on a strictly “as is where is” and “as is what is” basis in accordance with PPRA Rules, 2004 and PESCO/EPADS v2.0 procedures.

Key instructions and eligibility:

- Bidding is electronic only via EPADS v2.0. Interested firms/companies including individuals, firms, companies, private limited/public limited, holding companies, joint ventures, state-owned enterprises, government departments, NGOs/NPOs are allowed to participate as per EPADS rules.

- Bids must be submitted under a Single Stage One Envelope procedure through EPADS v2.0 and conform to PPRA Rules. All bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax and must appear on the Active Taxpayer List (ATL).

- Bid security/earnest money equal to the specified amount must be submitted in original (Pay Order/Bank Draft) in favor of PESCO Sale Proceeds Account and delivered to the Manager (Disposal), Disposal Directorate, PESCO HQ Peshawar before the closing date and time. Details of bid security, evaluation criteria, terms and conditions are available on EPADS v2.0 for registered bidders.

- Bidders must submit complete documents online through EPADS and also provide required originals as per bidding instructions. PESCO reserves the right to accept or reject any or all bids as per PPRA Rules. Disputes or grievances will be handled with prescribed PPRR action; bidders may approach the Grievance Redressal Committee (GRC) as per rules.
