Issuer: Finance Department, Government of Balochistan. The Finance Department invites sealed proposals from reputed and qualified HR / professional recruitment firms to provide end-to-end recruitment support for C‑Suite and other key executive positions of the proposed Bank of Balochistan, including candidate sourcing, screening, assessment, verification and recommendation in accordance with applicable regulatory requirements.

| Eligibility / Minimum Requirements | Relevant experience in executive search, banking / financial sector recruitment, HR advisory, talent assessment and background verification. Firms must have completed at least 3 assignments of similar nature and complexity (approx. PKR 3 million each) in the last 5 years and an accumulated turnover of at least PKR 10 million in the previous three years. Firms must be registered with relevant regulatory/tax authorities, have applicable sales tax registration where required, be on the Active Taxpayers List and must not be blacklisted by any procuring agency. |
| Procurement Method | Single Stage Two Envelope Bidding Procedure. Financial proposals will be opened only for firms whose technical proposals are declared responsive. Evaluation and award as per RFP criteria. |
| Submission Method | Proposals must be submitted online through the BPPRA e‑procurement system (EPS) only. Manual or physical submissions will not be accepted. Incomplete or late proposals will be rejected. |
