PHE Division Orakzai Invites E-Bids for Civil & Electromechanical Works in District Orakzai

Public Health Engineering Division Orakzai (PHE Department, Orakzai Division), Government of Khyber Pakhtunkhwa, invites electronic bids through E-PADS on Single Stage Single Envelope procedure for civil and electrical/mechanical packages in District Orakzai.

Key submission details:

The Bid Solicitation Documents (BSD)/Bidding Data/BOQ can be downloaded from the E-PADS portal (p.eprocure.gov.pk). Bids must be submitted/uploaded via E-PADS. The last date and time for submission of electronic tender forms is 2026-09-30 at 12:00 Noon. Bids will be opened on 2026-09-30 at 12:30 Noon.

Physical submission: Bidders shall submit/upload bids through E-PADS and physically send original Bid Security(ies)/Additional Security(ies) and Tender Form fees (in the shape of call deposit receipt made in favour of the undersigned) to the office of the undersigned by registered courier before the last date and time for bid submission.

Eligibility and mandatory requirements:

- Bidders must be registered with Pakistan Engineering Council (PEC) in the relevant category and field of specialization; PEC registration code is compulsory for all bidders.

- Bidders must have registration with Khyber Pakhtunkhwa authority with Active Status and PEC codes CI-09 for Civil and IS-84, EE-05, EE-18, and ME-07 for repair of electric machinery and solar works.

- Bidders quoting rates more than 20% below the Engineer's Estimate shall provide a Detailed Rate Analysis; the procuring entity may ask for factory rates within 93 days.

- Bidders applying for mechanical works must have an operational workshop within the district. An application for visit of workshops shall be submitted to the office of the undersigned three days prior to the closing date of tender submission. Operational workshop certificate from the concerned Sub Divisional Officer is mandatory.

- A bidder may participate in only one of the four packages; submission of bids for more than one package by the same bidder (including joint ventures/consortia) shall result in disqualification and rejection of all bids submitted by that bidder.

- Bidders must submit an affidavit with the technical proposal stating that no water supply scheme shall remain non-operational for more than two (02) days and that they will arrange sufficient standby pumping machinery and accessories to ensure uninterrupted operation. An affidavit of sufficient financial resources to undertake required operation and maintenance activities is also required.

- Clarifications/queries shall be communicated through E-PADS. Incomplete/conditional bids with unattested cutting/overwriting/defacement shall be considered non-responsive.
