Tender: Repair & Conversion of VTC into Academic Block — SBBUVAS Sakrand (Larkana Campus, Naudero)

Issuer: Shaheed Benazir Bhutto University of Veterinary and Animal Sciences (SBBUVAS), Main Campus Sakrand. Tender ID: SBBUVAS/NIT/DW/1/2026 & 08/09/2026. Procurements will be processed electronically through the SPPRA e-PADS portal.

Purpose: Major repair and renovation of the unrepaired portion of the Vocational Training Centre (VTC) building for provisional conversion into an academic block for SBBUVAS Larkana Campus at Naudero.

Eligibility & Documents: Eligible contractors/firms must be registered with the Federal Board of Revenue (valid NTN), have valid Pakistan Engineering Council (PEC) registration for 2026-27 in the relevant category/discipline (for civil works), and be registered with the Sindh Revenue Board (SRB) for works and services. Bidders must meet all technical, financial and other eligibility requirements set out in the bidding documents and must not be blacklisted by any government/autonomous/ semi-government organization or procuring agency.

How to obtain documents: Tender documents are available via the SPPRA e-PADS portal (https://portalsindh.eprocure.gov.pk) and may also be downloaded from the university website (www.sbbuvas.edu.pk).

Fees & Bid Security: A non-refundable tender fee of Rs. 3,000 (per tender) shall be submitted via Pay Order or Demand Draft in favour of Shaheed Benazir Bhutto University of Veterinary and Animal Sciences, Sakrand. Bid security (5% of total quoted bid amount) must be submitted in the form of a Pay Order or Demand Draft in favour of the same university, as prescribed in the bidding documents.

Submission & Procedure: Bids must be submitted electronically through the SPPRA e-PADS system in the prescribed format by the stipulated date and time. Procurement will be conducted under the Single Stage Two Envelope Procedure in accordance with the Sindh Public Procurement Rules, 2010 (as amended). Bids that are conditional, incomplete, unsigned, late, or not accompanied by the prescribed bid security will be rejected. Bids shall remain valid for 90 days from the date of opening.
