E-Tender: Hiring Transport Services for 72 Punjab Workers Welfare Schools (2026-28) — PWWF

Issuer: Directorate of Education, Punjab Workers Welfare Fund (PWWF), Labour & Human Resource Department, Government of the Punjab (Lahore).

Purpose: Electronic (e-bid) tender for hiring transport services for 72 Workers Welfare Schools located across 21 districts of Punjab for the academic years 2026-27 and 2027-28. Bids are invited from tax-registered transport firms.

How to apply / submit bids:

- All bids must be submitted online through the Punjab e-Procurement System (http://ep.punjab.gov.pk). Interested bidders must register on the portal to participate.

- Bids must comply with the PPRA rules and the tender documents available on the relevant school’s e-procurement page and the PPRA website.

Bid security, guarantees & eligibility:

• Bid Security: 2% of the estimated contract amount (as specified in tender package).
• Successful bidder must submit a Performance Guarantee (CDR) equal to 5% of the total contract amount at award/signing.
• Vehicles to be used must be manufactured or refurbished in the year 2005 or later and must meet technical requirements verified by RTA or an authorized Motor Vehicle Examiner (MVE) or third party.
• Bids incomplete, not signed, not stamped, or submitted by modes other than the Punjab e-Procurement System will not be considered.

Procurement procedure & other conditions:

• Procurement will be carried out through the Punjab e-Procurement System.
• Single Stage Two Envelope procedure will be followed (technical and financial bids submitted separately).
• Pre-bid meeting will be held at the office of the Divisional Director of Labour Welfare ten days before opening of technical bids to clarify usage of the procurement system (check e-Procurement portal for exact venue/time).
• All rates must be inclusive of all applicable government taxes.
• PWWF reserves the right to accept or reject any or all bids in accordance with PPRA rules.

Scope & packages:

The tender covers multiple school-wise procurement packages (transport hiring for individual Workers Welfare Schools across Punjab). Each package specifies the required number of vehicles and the estimated bid security amount. Bidders may bid for one or multiple packages as per their capacity; detailed package lists and school-wise requirements are available on the e-Procurement portal.
