Procedure: Single Stage Two Envelope bidding. Tender documents are available from the office of the undersigned from publication date until 2026-09-21 during office hours on working days. Bids must be submitted by 2026-09-21 at 12:00 PM; opening will be the same day at 01:00 PM at the office of the undersigned.

Eligibility & requirements

Eligibility requirements as stated: 3 assignments of similar nature and complexity; 3,000,000 in previous 3 years; turnover of at least 3,000,000 PKR in subsequent/previous years. Bidders must be on the Active Tax Payer List and hold a Sales Tax Certificate. The bidding firm must not be currently blacklisted by any procuring agency of Pakistan. Joint ventures (JV) are not permissible. Samples (e.g., make-up kit and all other items) must be shown to the Procurement Committee to ensure quality.

Registration: It is mandatory for all bidders to register at the Electronic Public Procurement System referenced in the notice prior to bid submission.

Bid security & document details

Bid security: 2% in the form of Deposit at Call from a scheduled bank, in the name of the undersigned. If required bid security is not found during financial evaluation, the firm will be declared ineligible and non-responsive.
