CDA Invitation to e-Bid — Outsourcing Operations for Gandhara Heritage & Citizens Club F-9 (Operate, Maintain & Transfer)

Issuer: Capital Development Authority (CDA), Procurement & Contract Agreement-II. Single-Stage — Two-Envelope e-Bid process as per PPR Rule 36(b).

Purpose: Outsourcing operations for Gandhara Heritage and Citizens Club F-9 on an Operate, Maintain & Transfer (O&M / CUMT) basis. Interested firms may obtain and submit RFPs and e-bids through the CDA e-Procurement system.

How to obtain the Bidding Document (RFP): Electronic Bidding Document (RFP) with full requirements, terms and conditions will be available for registered bidders on the e-Procure portal (www.eprocure.gov.pk) from 2026-09-07.

Submission instructions: Bids must be submitted online through the e-Procure portal in accordance with the RFP. Technical bids must be accompanied by bid security in the form of Pay Order / Call Deposit Receipt (CDR) and bidders must upload a scanned copy of the bid security; the original will be required by the time of opening of technical bids.

Key dates and opening: Last date/time for online submission — 2026-09-22 at 12:00 hrs. Technical bids will be opened on 2026-09-22 at 12:30 hrs in the Office of the Member Environment, CDA, Room No. 30, Block IV, CDA Secretariat, G-7/4, Islamabad. Authorized representatives of bidders may attend the bid opening.

Pre-bid meeting and clarifications: A pre-bid meeting will be held on 2026-09-14 at the Office of the Member Environment, CDA, Room No. 30, Block IV, CDA Secretariat, G-7/4, Islamabad to address queries and clarifications.
