Punjab Forest Department E-Tender for Construction of Multistory Hostel for PM&E Wing (Lahore)

Issuer: Punjab Forest Department (Conservator of Forests, Development & Working Plan Circle, Lahore). Procurement via Punjab E-Procurement System (EPADS) at https://ep.punjab.gov.pk. Tenders invited from engineering firms/contractors registered on EPADS and holding required PEC license and eligibility as per DNIT and PPRA rules.

Purpose: Construction of a multistory hostel for PM&E Wing officers/officials under the scheme "Strengthening of PM&E Wing of Forest Department". Tender is item-rate based; bidders must quote rates for each BOQ line item and upload complete Technical and Financial bids on EPADS. Manual bids will not be accepted.

Key requirements and conditions:

• Registration on EPADS and compliance with Punjab Procurement Regulatory Authority (PPRA) requirements is mandatory.
• Submission of Earnest Money (2% of DNIT estimated cost) via PSID or Bank Guarantee as per EPADS requirements; conditional bids or bids without earnest money will be rejected.
• Successful bidder to submit Performance Guarantee equal to 10% of contract amount (CDR/Bank Guarantee) within 15 days of award.
• PEC license as per specified category/code in DNIT must be produced; contractors without requisite category will not be entertained.
• PPRA circular requirements (quoting rates against each DNIT/BQ entry, full rate analysis etc.) apply; incomplete financial bids will be declared non-responsive.
• Tender documents (Technical & Financial) must be submitted online on EPADS. Tender documents and DNIT are available on EPADS and PPRA website https://ppra.punjab.gov.pk.

Dates & submission:

• Last date for submission of Technical & Financial bids on EPADS: 2026-07-10 at 11:00 AM.
• Opening of Technical Bids on website: 2026-10-07 at 11:30 AM.
• Financial bids will be opened after uploading of technical evaluation on ep.punjab.gov.pk.
