FIA Lahore Tender: Outsourcing Services for Class-IV Staff (Tender No. 01/2026-27)

Issuer: Office of the Director, Federal Investigation Agency (FIA), Zonal Office Lahore. Tender No. 01/2026-27 dated 10.09.2026 for outsourcing non-consultancy services of Class-IV staff for FIA Zonal Office Lahore.

Scope: Outsourcing of Class-IV staff including Dispatch Rider, Naib Qasid, Frash, Cook and Chowkidar on a least-cost basis under a single-stage, one-envelope procedure (Rule 36(a) of PPRA Rules, 2004).

Contract period: 2 years (from the date of commencement).

Eligibility: Experienced and reputable firms with valid registration with provincial/federal government departments and registration with relevant tax authorities (FBR & PRA) as active taxpayers.

How to apply: Electronic bids only via EPADS v2.0 (www.procure.gov.pk). Bidding documents and GRC notification available on EPADS. Manual submissions are not allowed.

Submission deadline and opening: Electronic bids must be submitted on or before 2026-09-23 at 11:30 AM. Bids will be opened the same day at 12:30 PM in the Conference Room, FIA Zonal Office Lahore through EPADS.

Financial conditions and bid security: Bids must include 2% bid security of the quoted price as Bank Draft / Pay Order in favour of "FIA Lahore Zone, Lahore" (refundable). The bid security (Pay Order/Demand Draft) must be submitted by hand to the office in a sealed envelope before bid opening.

Other conditions: Bidders must quote separate rates for each staff cadre, adhere to the minimum wage notified by the Labour & Human Resource Department, and include all applicable charges in Pakistani Rupees. Payments will be made as per available budget through AGPR Sub Office, Lahore. Withholding tax, PRA & sales tax (if applicable) will be deducted as per law. The procuring agency reserves the right to accept or reject any/all bids under Rule 33 of PPRA Rules, 2004.
