FIA Lahore Tender: Outsourcing Class-IV Staff (Dispatch Riders, Naib Qasid, Frash, Cook, Chowkidar) — Bid Due 2026-09-23

Issuer: Office of the Director, Federal Investigation Agency (FIA), FIA Zonal Office Lahore.

Notice for outsourcing non-consultancy services of Class‑IV staff for FIA Zonal Office Lahore. Electronic bids are invited under PPRA Rules 2004 (single stage–one envelope, Rule 36(a)). Bidders must be experienced, reputable firms with valid registration with Provincial/Federal government department and registration with relevant tax authorities (FBR & PRA) as active taxpayers.

Key requirements and conditions:

• Electronic bidding documents, detailed terms and specifications are available on EPADS v2.0 at www.eprocure.gov.pk. Bidders must submit applications electronically via EPADS v2.0; manual submissions are not allowed. Bidders must register at https://vendors.epads.gov.pk.
• Submission deadline: bids must be submitted on or before 2026-09-23 at 11:30 AM. Bids will be opened the same day at 12:30 PM in the Conference Room, FIA Zonal Office Lahore (via EPADS).
• Bid security: 2% of the quoted price as refundable earnest money in the form of Bank Draft / Pay Order in favour of FIA Lahore Zone, Lahore. The bid security (Pay Order / Demand Draft) must be submitted in hard copy to the office in a sealed envelope before bid opening, otherwise the bid will be rejected.
• Each staff/cadre rate must be quoted separately. Bidders may participate for the whole tender. Quoted rates will remain applicable for one year from date of commencement.
• The bidder must adhere to the minimum wage rate notified by the Labour & Human Resource Department and account for all applicable duties, taxes and charges (FBR/PRA/other government organizations). Income Tax/Withholding Tax and PRA & Sales Tax (if applicable) will be deducted as per law.
• Payments will be made as per available/released budget and through AGPR, Sub Office, Lahore.
• The procuring agency reserves the right to accept or reject any or all bids under Rule 33 of PPRA Rules, 2004. A Grievance Redressal Committee (GRC) notification is available on EPADS.
