TMA Havelian (Abbottabad) Invites Tenders for Four Tube-Well Schemes (ADP No.240245, 2025-26)

Tehsil Municipal Administration (TMA) Havelian, District Abbottabad, invites sealed bids through the E-PADs e‑bidding system for civil works under ADP No.240245 (2025-2026). Eligible firms/contractors registered with Pakistan Engineering Council and enlisted with the Local Council Board and Khyber Pakhtunkhwa Revenue Authority (KPRA) may participate in single-stage two-envelope procedure (E-PADs).

Key submission & opening dates: Last date and time for submission of bids: 2026-09-24 at 12:00 PM. Technical bids will be opened on 2026-09-24 at 02:00 PM. Financial bids will be opened after approval of the technical bid by the competent authority.

Bid security & procurement method: Bid security of 2% of the Engineer's estimate is required. All bidding shall be through the E-PADs electronic bidding system. Bid documents (BSD) may be downloaded from the E-PADS portal (http://kp.eprocure.gov.pk) or obtained from the procuring entity on submission of the printing fee (Rs. 5,000) during working hours.

Eligibility & mandatory requirements: Contractors must be registered with Pakistan Engineering Council (PEC) and enlisted with the Local Council Board; KPRA registration and submission of tax documents are required. Firms involved in litigation where a decision is declared against them shall not be eligible.

Additional important conditions: Call deposit/earnest money in favor of TMO TMA Havelian from scheduled banks is required. Contractors quoting bids more than 10% below the Engineer's estimate shall submit additional security as specified in the tender documents. Additional security (if applicable) will be released in four installments: 25% after 25% completion, 25% after 50% completion, 25% after 75% completion and final 25% after 100% completion. The procuring entity reserves the right to reject any or all bids as per Khyber Pakhtunkhwa Public Procurement rules.
