Eligibility and evaluation:
- Open to reputable, financially sound firms/agents engaged in pharmacy business with a shop in Lahore and comprehensive storage facilities.
- Valid retail drug sale license (Category A) on Form 9 required.
- Medicines will be evaluated on the basis of maximum discount (%) from retail price fixed by DRAP in accordance with LP guidelines (Health & Population Department SO(EP&C)6-S/2025 dated 11 June 2026 and PPRA rules 2014).
- For medical devices and surgical disposables bidders shall quote discounts against market price notified by the Drug Control Wing (ref. DG/DDCP/2026/700, Annex C).
Submission requirements:
- E-bids must be submitted through EP Punjab (https://ep.punjab.gov.pk).
- Bid security (valid for 180 days) in the form of CDR/Pay Order/Demand Draft from a scheduled bank must be uploaded on EP Punjab; the original instrument must be delivered in hard copy to the office of the Medical Superintendent before bid opening or the e-bid will not be accepted.
- Hard copies of bids are to be submitted in addition to e-bids; hard copies will be considered only if the e-bid is successful and verified.
- Bids will be opened in the presence of bidders' representatives who choose to attend.
Funding and taxes:
- Source of funding: Government of Punjab (District Health Authority/Health Council) and Health Insurance Program will be utilized to pay bills.
- Taxes will be deducted as per applicable government rules.
