Pakistan Railways — Invitation of Sealed Bids to Lease Commercial Plots (Multiple Divisions)

Directorate of Property & Land, Pakistan Railways Headquarters Office Lahore invites sealed bids (single stage, two envelopes) for leasing multiple railway-owned sites for commercial development (commercial plaza/market, mixed-use commercial, IT Park, hospital/healthcare unit, showrooms, food & retail outlets, etc.). Bids are based on quoted annual benchmark rent and a one-time non-refundable commitment fee. Lease term: 21 years (extendable for a further 21 years). Annual rent escalation: 8% compound. Mobilization period: 02 years from date of possession.

• Bid submission deadline: 2026-09-22 by 14:00 hours.
• Bid opening: 2026-09-22 at 14:30 hours.
• Bidding documents available from Directorate of Property & Land, Pakistan Railways Headquarters Office, Lahore. Documents may also be viewed at www.pakrail.gov.pk and www.ppra.org.pk.
• Cost of bidding document (non‑refundable): Rs. 10,000 per site (payable at Lahore office).
• Commitment fee (one-time, non-refundable) and advance first-year annual rent by successful bidder to be paid within 30 days of Letter of Intent (LOI).
• Original signed bidding documents must be attached with each bid. Bidders must quote annual rent and the non-refundable commitment fee for each site separately.
