FMU Invitation for E‑Bids — Renewal of Email Services (Office 365 & Exchange Online) — 17 Sep 2026

Issuer: Financial Monitoring Unit (FMU), Government of Pakistan. FMU invites electronic bids (technical & financial proposals) from service providers registered with PPRA for e‑procurement on EPADS 2.0, holding Income and Sales Tax registration and Active Taxpayer List (ATL) status of relevant tax authorities. Bidding will follow the Single‑Stage One‑Envelope procedure under Rule 36(a) of the Public Procurement Rules (PPR), 2004.

Registration and submission: Prospective bidders must register on EPADS 2.0: https://vendors.epads.gov.pk/register. Registered bidders may access bidding documents at: https://vendors.epads.gov.pk/login. For EPADS technical support contact the EPADS UAN: 051-111-137-237.

Bid security: Bids must be accompanied by the specified bid security (scanned copy to be uploaded on EPADS 2.0). The original bid security (Demand Draft / Pay Order / Bank Guarantee) payable to "Financial Monitoring Unit Government of Pakistan" must be submitted to the procuring agency on or before the closing time of bid submission; failure to do so will result in rejection. Manual submissions of full bids will not be accepted; electronic bids must be submitted via EPADS 2.0.

Bid opening: Electronic bids will be publicly opened via EPADS 2.0 on the scheduled date and time at the FMU Office, 2nd Floor, Main Building, State Bank of Pakistan, I.I. Chundrigar Road, Karachi. If the bid opening date falls on a public holiday, bids will be opened on the next working day at the same time and venue.
